Since its introduction, this legislation has grown to 21 co-sponsors — 3 Republicans and 18 Democrats — representing 8 states: Florida, New York, Texas, Illinois, Massachusetts, Pennsylvania, Nebraska, and beyond. Republican co-sponsors include Rep. Maria Elvira Salazar (FL-27), Rep. Don Bacon (NE-2), and Rep. Brian Fitzpatrick (PA-1). The most recent co-sponsor, Rep. James P. McGovern (D-MA-2), joined on April 9, 2026 — just days ago. This bipartisan coalition, growing steadily since introduction, reflects broad cross-party recognition that H.R. 1348 addresses a matter of national interest, not partisan preference.

This legislation provides a targeted, merit-based path to permanent residence for Venezuelans who came to the United States fleeing the Maduro regime — a government the U.S. has designated as a threat to regional stability — and who have lived, worked, and paid taxes here for years. It follows the exact framework Congress has applied before: the Cuban Adjustment Act (1966), the Nicaraguan Adjustment Act (1997), and the Haitian Refugee Immigration Fairness Act (1998). It creates no new government spending. Analysis based on CBO parameters (NFAP, February 2026) projects it would reduce the federal deficit by $70.9 billion over ten years and generate $504.4 billion in cumulative GDP contribution.
